Local Pack Rankings in 2026: What Actually Moves the Needle Now That AI Overviews Are Everywhere

Google’s Local Pack Hasn’t Disappeared. It’s Just Getting Filtered Through AI Before Most Users Ever See It.

If you have searched for a local service in the last six months, you have noticed the change. AI Overviews now occupy the top of the page. Below them sits the familiar three-result local pack, then organic listings. The local pack still exists. It is just no longer the first thing most users see.

This shift has confused a lot of business owners. Some think local SEO is dead. Others think nothing has changed. Both are wrong. The rules have shifted, and the businesses winning local pack visibility today are doing things that did not matter 2 years ago.

What Is the Local Pack in 2026?

The Google local pack (also called the Map Pack or 3-Pack) is the set of three local business listings that appear on a Google search results page when the query has local intent. In 2026, the local pack often appears below an AI Overview, which itself synthesizes information from multiple local businesses and sometimes recommends specific ones.

So your local pack ranking matters in two ways now:

  1. Direct traffic when users scroll past the AI Overview and click a local result.
  2. Indirect citation when the AI Overview pulls your business into its synthesized answer.

The factors that drive both are increasingly the same.

How AI Overviews Are Changing Local Search Behavior

Three behavioral shifts matter:

  • Users scroll less. When the AI Overview answers the question, fewer users scroll to the local pack. Click-through rates on local pack results have dropped on most queries.
  • The clicks that do happen are higher-intent. Users who skip the AI and click a local result are usually further down the funnel. Conversion rates per click have actually gone up.
  • AI Overviews cite local businesses by name. Getting cited in the AI answer is now as valuable as ranking in the pack itself.

The takeaway: total clicks may be flatter, but the right clicks are more valuable, and there is a brand-new visibility channel (AI citation) on top.

The 7 Factors That Move the Local Pack in 2026

1. Google Business Profile Completeness and Activity

Still the foundation. But "completeness" now includes things that did not exist 2 years ago:

  • Updated services with descriptions for each
  • Products section populated (even for service businesses, where applicable)
  • Q&A section with owner-answered questions
  • Posts published at least monthly
  • Photos uploaded weekly (with descriptive file names and captions)

A profile that has not been touched in 90 days is invisible to both the local pack and to AI Overviews.

2. Review Velocity, Not Just Review Count

Used to be: total review count and average star rating mattered most. Today, the velocity (how often you get new reviews) and the recency of your most recent review matter more.

A business with 80 reviews and one new review per week beats a business with 200 reviews where the most recent is from 2024. Google reads recency as a signal that your business is active and serving customers.

For our full take, see [Review Management Best Practices](/blog/review-management-best-practices).

3. Review Content That Mentions Specific Services

AI Overviews scan review content to understand what businesses actually do well. A review that says "great service" is worth less than a review that says "they replaced my water heater the same day and explained everything clearly."

Coach customers (without scripting them) to mention what they hired you for and what specifically went well.

4. Proximity Still Matters, But Less Than It Did

Proximity (how close the searcher is to your business) used to be one of the top three local pack factors. It is still important, but it has been partially diluted by relevance and prominence signals as Google has gotten better at understanding intent.

This is good news for businesses serving wider service areas. You are no longer locked out of pack visibility just because a competitor is physically closer.

5. On-Page Location Signals

Your website’s homepage and service pages need to clearly state where you operate. Not just an address in the footer. Real on-page content that names your service areas, links to dedicated location pages, and uses LocalBusiness schema with full NAP (name, address, phone).

If you do not have dedicated location pages and you serve more than one geographic area, you are leaving local pack visibility on the table.

6. Citation Consistency Across the Web

Your business name, address, and phone number need to match across every listing on the internet. Google Business Profile, Yelp, BBB, Facebook, industry directories, your own website. Inconsistencies confuse Google and lower trust.

Most businesses have at least one inconsistency they do not know about. A free [citation audit](/blog/local-citation-building-101) is usually the fastest fix.

7. Engagement Signals From the Profile Itself

Google now weights how users interact with your Google Business Profile after they find it:

  • Click-through rate to your website
  • Click-to-call rate
  • Direction requests
  • Photo views

A profile that gets viewed but not clicked tells Google your listing is unhelpful. A profile that gets clicked and called tells Google to show it more.

The fix is unglamorous: better photos, sharper service descriptions, clear hours, and a website that loads fast when they tap through.

What No Longer Works

| Tactic | Status | |—|—| | Keyword-stuffing your business name on Google Business Profile | Penalized, do not do this | | Buying reviews | Detected and removed, can suspend your profile | | Mass directory submissions to low-quality sites | Ignored or down-weighted | | Building hundreds of generic doorway pages for each city | Devalued in 2024 and 2025 algorithm updates | | Treating Google Business Profile as a "set it and forget it" listing | The biggest miss for most businesses |

How to Show Up in AI Overviews for Local Searches

Same fundamentals, plus three specific moves:

  1. Write content that answers the questions buyers ask before hiring. AI Overviews pull from real explanatory content, not keyword-stuffed pages.
  2. Use FAQ schema on your service pages. Direct questions and direct answers are the format AI loves.
  3. Get cited on third-party sites. Local press, industry directories, podcast appearances. The more places your business name appears in the right context, the more likely AI is to cite you.

A Simple Diagnostic You Can Run Today

Search your top 5 service-plus-location queries from a private browser window in your service area. For each one, write down:

  • Did an AI Overview appear? Did it mention your business?
  • Which 3 businesses are in the local pack?
  • Is your business in the pack? If not, who is and why?

That 15-minute exercise tells you exactly where you sit and who to study.

Key Takeaways

  • AI Overviews now sit above the local pack on most searches.
  • Local pack clicks are fewer but higher-intent, and AI citation is a new visibility channel.
  • The top 7 factors are GBP completeness, review velocity, review content, proximity, on-page location signals, citation consistency, and profile engagement.
  • Tactics that used to work (keyword stuffing, mass directories, doorway pages) are now penalized or ignored.
  • The same fundamentals that drive local pack rank also drive AI citation.

If your local pack visibility has dropped over the last year, it is almost never a single big issue. It is usually three or four small ones compounding. The good news: every one of them is fixable.
